Hi,
Viscosity is the viscosity of the fluid, while "friction" affects the obstacles. With friction sets to minimum the fluid slips on obstacles without resistance, while with high friction you get a boundary layer at proximity of the obstacle where the fluid velocity is close to zero.
You can see this clearly when you select the "speed" visualization mode. You can see in the left screenshot below a black boundary showing zero velocity at proximity of the obstacle when the friction is high.
